Carlos Delgado

Carlos Delgado is a passionate community development expert dedicated to creating equitable and thriving cities. With a deep understanding of economic development and the importance of cross-sector and multi-stakeholder partnerships, he brings a global perspective to Mechanism's mission.

Carlos is currently the Global Partnerships Manager at Clear Impact, an impact measurement software and consulting company. In this role, he leads partnership development, strategic initiatives, and ecosystem-building opportunities. He also works closely with mission-driven organizations conducting impact measurement assessments and supporting them in building a unified monitoring and evaluation data system.

Before Clear Impact, Carlos worked at PolicyLink, a US-based action and research institute, the National League of Cities, the largest association of local governments in the USA, and in the municipal government in Canada. During his tenure in these organizations, Carlos developed expertise in designing and managing technical assistance, capacity building, and leadership development programs in 35+ North American cities; in advising Mayors, senior government, public agencies, private sector and community leaders in building equitable and inclusive communities through a data driven + equity lens approach; and in managing sensitive partnerships and stakeholder relationships to take ideas and projects from design/conception to action/execution.

Originally from Ecuador, Carlos has embraced cities around the world, from Denver to Syracuse to Montreal. His passion for exploring urban landscapes—both professionally and in his free time—fuels his commitment to understanding how people live, work, and shape their communities. Outside of his work, Carlos is an avid tennis player and basketball fan who never misses a chance to cheer on his beloved Toronto Raptors and Syracuse University Orangemen.
